I don't think MinGW is required. If the users have MSVC, they can follow these instructions:

for me this is no problem, but I only suggested this for the average Windows user, whishing to learn sq.exe, because it occured to me that a lot of Windows users do not know how to do that themselves, regardless of what compiling option is used.
